CBSE Affiliation: Optional NOC • Updated June 2026

SARAS 7.0 + CBSE Affiliation 2026: Optional NOC & Complete Eligibility Guide

Everything school promoters need to know about the optional state NOC (with deemed-NOC after 30 days), the State Recognition Certificate that remains mandatory, the SARAS 7.0 digital portal, eligibility criteria, land norms, fees, and trust/society requirements. The NOC-optional change is effective from the 2026-27 session, while the current SARAS 7.0 application window, opened in February 2026, is for the 2027-28 session.

What Changed for 2026-27

State NOC now optional, not abolished, effective from the 2026-27 session, with a deemed-NOC if the state is silent for 30 days plus a 15-day reminder (Notification 20.02.2025) | State Recognition Certificate under the RTE Act 2009 remains mandatory (Clause 2.3.4) | SARAS 7.0 portal opened February 2026 for the 2027-28 session | Land area now only sets the school category, with built-up area governing sections (31.07.2025)

CBSE Affiliation, optional NOC: Per CBSE Notification dated 20.02.2025, the state government No-Objection Certificate (NOC) is now optional rather than abolished, effective from the 2026-27 session: a school may apply with or without it, and a deemed-NOC applies if the state does not respond within 30 days, followed by a 15-day reminder. The State Recognition Certificate under the Right to Education (RTE) Act 2009 remains separately mandatory at application (Clause 2.3.4), so no NOC does not mean no state clearance. Separately, applications are filed through the SARAS 7.0 portal, whose current window opened in February 2026 for the 2027-28 session. Schools must be run by a registered trust, society, or Section 8 company. RAYSolute Consultants provides end-to-end CBSE affiliation consulting in India.

Major Policy Shift

What Changed: The Optional NOC & SARAS 7.0 Rollout

Understanding the CBSE policy change that made the state NOC optional, while state recognition stays mandatory.

Earlier NOC Position

The state NOC was treated as a hard prerequisite before a fresh application could proceed, which could stall promoters waiting on state-level clearances. State recognition under the RTE Act was, and remains, separate from this NOC.

Current Position (2026-27)

The state NOC is optional, not abolished. A school may apply with or without it; if without, CBSE refers the matter to the state and a deemed-NOC applies if the state is silent for 30 days, followed by a 15-day reminder (Notification 20.02.2025). Applications are filed on SARAS 7.0.

What Still Applies

The State Recognition Certificate under the RTE Act 2009 remains mandatory at application (Clause 2.3.4); it is not the same as the NOC. So no NOC does not mean no state clearance. Infrastructure and staff norms apply, and the land title must be clear.

Entity Structure

Trust vs. Society vs. Section 8 Company: Which Entity for CBSE Affiliation?

Understanding the legal structures eligible to run a CBSE-affiliated school.

Public Charitable Trust

Registration: Indian Trusts Act 1882 or state trust acts. Governance: Board of trustees. Advantages: Tax exemption (80G/12A), donor credibility, established legal framework. Disadvantages: Complex administration, higher compliance burden. CBSE Preference: Highly preferred; Most schools use this model.

Registered Society

Registration: Societies Registration Act 1860. Governance: Managing committee with democratically elected members. Advantages: Simpler registration, lower fees, democratic structure. Disadvantages: Limited tax benefits in some states. CBSE Preference: Equally acceptable; Growing popularity.

Section 8 Company

Frequently Asked Questions

CBSE Affiliation 2026: FAQs

Answers to the most common questions about CBSE affiliation, the optional state NOC, and SARAS 7.0.

Per CBSE Notification dated 20.02.2025, the state government No-Objection Certificate (NOC) is optional, not abolished, from the 2026-27 session. A school may apply with or without the NOC; if it applies without one, CBSE refers the matter to the state and a deemed-NOC applies if the state does not respond within 30 days, followed by a 15-day reminder. Separately, the State Recognition Certificate under the Right to Education (RTE) Act 2009 remains mandatory at the time of application (Clause 2.3.4). No NOC does not mean no state clearance: state recognition is still required. Note that this NOC-optional change is effective from the 2026-27 session, whereas the current SARAS 7.0 application window, opened in February 2026, is for the 2027-28 session.
SARAS, CBSE's online affiliation portal, is the digital system for affiliation-related applications, and its current version opened in February 2026 for the 2027-28 session. It enables paperless submission of affiliation applications, document upload, fee payment, inspection scheduling, and status tracking. A SQAAF self-assessment is a mandatory pre-condition, and a UDISE+ code is a prerequisite. Fresh-affiliation inspection is a single 100 percent physical inspection, preceded by online document scrutiny. RAYSolute does not represent any specific end-to-end timeline as a CBSE commitment, since CBSE publishes no service-level timeline.
Under the CBSE Affiliation Bye-Laws, the general land requirement is 8,000 sq m, relaxable to 6,000 sq m (Clause 3.3); 4,000 sq m for cities above 15 lakh population, hilly areas, North-Eastern states, Jammu and Kashmir, and specified NCR areas (Clause 3.4); 2,000 to 4,000 sq m for specified Class-X metros including Bengaluru, Hyderabad, Ahmedabad, and Pune (Clause 3.5); and 1,600 to 3,200 sq m for the four major metros plus Arunachal Pradesh, Sikkim, and the islands (Clause 3.6). Since the amendment dated 31.07.2025, land area only sets the school category, and the number of sections is governed by built-up area. The plot must be a single contiguous piece, and the registered lease must be for a minimum of 15 years (Clause 3.8.2).
CBSE requires the school to be run by a registered non-profit entity. Eligible structures include: (1) Public Charitable Trust under Indian Trusts Act or state trust acts; (2) Registered Society under Societies Registration Act 1860; (3) Section 8 Company under Companies Act 2013. Private limited companies, partnership firms, LLPs, and proprietary entities are NOT eligible to hold CBSE affiliation directly.
CBSE affiliation fees vary by category, namely fresh affiliation, annual affiliation, extension, and upgradation, and are payable through the SARAS 7.0 portal. CBSE revises these amounts periodically, so applicants should confirm the exact figures against CBSE's current SARAS fee schedule on the SARAS 7.0 portal before applying rather than relying on any quoted figure.
CBSE does not publish a service-level timeline for fresh affiliation, so any duration is a planning estimate, not a CBSE commitment. As a RAYSolute planning estimate only, a well-prepared application typically moves through online document scrutiny, a SQAAF self-assessment, and a single 100 percent physical inspection before a decision. Common causes of delay are incomplete documentation, land title issues, infrastructure non-compliance, or incomplete staff records. Initial affiliation, once granted, is for three years (Clause 2.7), followed by five-year extension cycles (Clause 10.3).
CBSE infrastructure requirements for new affiliation include: classrooms of 8m by 6m (about 48 sq m), with at least 1 sq m of floor area per student and an optimum of 40 students per section; a composite Science lab at the secondary stage and separate Physics, Chemistry, and Biology labs at the senior secondary stage; a library of 14m by 8m (about 112 sq m) holding a sufficient number of age-appropriate books, with no fixed book count and no per-student ratio specified in the bye-laws; a computer lab with a minimum of 40 computers, a 1:18 ratio, and one lab per 720 students (Clause 4.4, amended 31.07.2025); an athletics ground with at least a 200-metre track; separate toilets for boys, girls, and staff; drinking water; barrier-free access; CCTV with footage retained for a minimum of 15 days (Clause 4.7.10); and Fire Safety, Building Safety, and Water and Sanitation certificates valid as on the date of application.
Yes, existing state board schools can apply for CBSE affiliation. The process involves: (1) Ensuring land, infrastructure, and entity type meet CBSE norms; (2) Staff qualification compliance (CBSE-recognized degrees); (3) Application through SARAS 7.0 under 'Fresh Affiliation'; (4) State government recognition (separate from state board affiliation) must remain valid. The school typically runs both curricula in transition years until CBSE affiliation is granted. RAYSolute assists schools with conversion assessments and compliance roadmaps.
