Earlier NOC Position
The state NOC was treated as a hard prerequisite before a fresh application could proceed, which could stall promoters waiting on state-level clearances. State recognition under the RTE Act was, and remains, separate from this NOC.
Current Position (2026-27)
The state NOC is optional, not abolished. A school may apply with or without it; if without, CBSE refers the matter to the state and a deemed-NOC applies if the state is silent for 30 days, followed by a 15-day reminder (Notification 20.02.2025). Applications are filed on SARAS 7.0.
What Still Applies
The State Recognition Certificate under the RTE Act 2009 remains mandatory at application (Clause 2.3.4); it is not the same as the NOC. So no NOC does not mean no state clearance. Infrastructure and staff norms apply, and the land title must be clear.

Register on SARAS 7.0 Portal
Visit saras.cbse.gov.in. Create account with school details. Verify email and phone. Set up login credentials for ongoing access and notifications.
Document Preparation & Upload
Prepare the required set of documents (land deed, building safety / structural stability certificate, teacher credentials, staff records, inspection photos, building bye-laws compliance). Upload as PDF/JPG via portal. Automated format and completeness checks run on upload.
Application Submission & Fee Payment
Submit the online application form. Pay the affiliation fee per CBSE's current SARAS fee schedule through the SARAS portal. Receive the application reference number.
CBSE Document Review
CBSE team reviews uploaded documents for completeness. Queries raised for missing/incorrect documents. School responds within specified timeframe. Additional documents may be requested. CBSE publishes no service-level timeline for this stage.
CBSE School Inspection
After online document scrutiny and the SQAAF self-assessment, CBSE conducts a single 100 percent physical inspection. The inspection team evaluates land, building, classrooms, labs, library, the athletics ground, and staff records, and submits its report to CBSE.
Affiliation Grant or Conditional Approval
CBSE issues the affiliation certificate. Initial affiliation is for three years (Clause 2.7), followed by five-year extension cycles (Clause 10.3). Fees payable after grant follow CBSE's current SARAS fee schedule. The school may use the CBSE name and logo only after the grant.
