SARAS 7.0 changed everything; not everyone has caught up
The State NOC is optional since the 2026-27 session: a school may apply with or without it, and if it files without one, CBSE refers the application to the State and a deemed NOC applies after 30 days plus a 15-day reminder (Notification dated 20 February 2025). The State Recognition Certificate under the RTE Act 2009 remains separately mandatory (Clause 2.3.4). Affiliation now runs through the SARAS 7.0 portal: the pathway is more document-intensive, and schools using older 2024-25 guides routinely file incomplete applications.
