Why It Matters
The headline is easy to over-read. Read closely, the circular is narrower than a general opening of one-year postgraduate degrees across the sector, and the conditions decide who can actually use it.
This is not a new-entrant opening. Only Higher Education Institutions (HEIs) that already hold UGC recognition for a Two-Year Postgraduate Programme via Open and Distance Learning (ODL) or Online mode, in that same discipline, can add a one-year version. An institution with no existing two-year ODL or online postgraduate recognition cannot use this circular to launch one.

Programmes must have statutory approval from the HEI's own competent bodies, such as its Board of Studies, Academic Council or Executive Council, or their equivalent, and must comply with both the UGC Curriculum and Credit Framework for Postgraduate Programmes and the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020. The circular itself gives no explanation for why the 24 July 2026 version, carrying the same file number, was superseded four days later. Secondary reporting reviewed for this article also does not surface a stated reason. Treat any explanation offered elsewhere as speculation, not confirmed fact.
The phrase "earlier circular of even number" means the same file or reference number, not a numerically adjacent circular. It is easy to misparse this as a different circular altogether; it is not.
This circular does not open one-year PG-via-ODL broadly. Eligibility is gated per-HEI and per-discipline on an existing two-year ODL or online PG recognition, and professional programmes such as MBA, MCA and PGDM are explicitly excluded from this eligibility pathway.
