UGC's Foreign Higher Educational Institution (FHEI) regulations have opened the door to full, degree-granting foreign campuses on Indian soil. Each new campus opens into a housing market with no purpose-built supply calibrated to it, a distinct feasibility question from India's broader PBSA demand.
As of mid-2026, Deakin University, the University of Wollongong, and the University of Southampton are fully operational under the UGC FHEI framework, at GIFT City (Gujarat) and Gurugram.
