How RAYSolute Passage calculates your numbers

Two models run on your inputs: a six-dimension screening score and an eight-year cash model. Both are disclosed here, not hidden inside a black box.

The screening score

  • Six dimensions, each scored 0-100: demand-supply gap (22% weight), regulatory path (20%), capital adequacy (18%), unit economics (18%), timeline realism (10%), and operator fitness (12%)
  • Any single dimension scoring below 22 is an automatic No-Go, regardless of the weighted average, the same way one broken load-bearing wall fails a building however good the paint is
  • An overall score below 48 is No-Go, 48 to 69 is Conditional Go, and 70 or above is Go
  • Regulatory scoring carries known special cases: Singapore's schooling market is capped at a maximum regulatory score of 18 regardless of positioning, and a foreign university's India route depends on the ranking band you select, run separately for the mainland UGC path and the GIFT City IFSCA route

The eight-year cash sketch

  • Capacity, an occupancy ramp appropriate to your operator type (a school group ramps faster than a first university cohort, which ramps faster than an acquired chain that starts near full), and your fee (typed in, or a market-typical figure for your positioning) build revenue for each of eight years
  • Operating costs are split fixed and variable and scaled to the same ramp; maintenance capital expenditure is set at 1.5% of your typical setup cost every year
  • Year eight's EBITDA is multiplied by six for a terminal value, added to that year's cash flow before the internal rate of return is solved (a standard Newton-Raphson iteration on the full cash flow series, initial outlay plus eight years of free cash flow)
  • Break-even year is the first year cumulative cash flow, including your initial outlay, turns positive; if it never does inside eight years, the model reports that plainly rather than extrapolating a happy ending

Where the market numbers come from

  • Fee bands, typical setup cost, and licence timelines for all 22 markets are screening-grade benchmarks: publicly disclosed fee schedules and regulator guidance, and RAYSolute's own engagement experience, not a commissioned primary survey of any one city
  • The GIFT City and Dubai figures are checked against named public sources: the Deakin University and University of Wollongong campus launches (Source: Deakin University, 2024; University of Wollongong, 2024) and Dubai's private-school fee cap (Source: Knowledge and Human Development Authority, 2025)
  • Treat a Go here as a green light to commission a proper feasibility study and Detailed Project Report, not as a green light to option land or sign a lease
