How to Start a Preschool in Chennai
A comprehensive setup and compliance roadmap for opening a preschool in Chennai: the legal entity, Tamil Nadu's actual current play-school regulatory framework, Greater Chennai Corporation trade licensing, fire compliance, child-safety requirements, infrastructure, curriculum, staffing, fees, governance, and the operating standard operating procedures (SOPs) that separate a credible early-years institution from an informal play group.
Why Chennai, and why now
Chennai combines a deep, education-focused traditional family base with one of India's fastest-growing IT and services corridors, inside a state that, unusually for India, has a genuine, current, named regulatory framework covering play schools specifically.
The National Education Policy (NEP) 2020 reframed Early Childhood Care and Education (ECCE) as the foundation of the school system, placing the foundational stage at ages 3 to 8 and asking every preschool to deliver structured, play-based, developmentally appropriate learning rather than early formal academics. Tamil Nadu is one of the few Indian states where this national direction is matched by a genuinely current state framework naming play schools specifically: the Tamil Nadu Private Schools (Regulation) Act, 2018 (Tamil Nadu Act 35 of 2019), in force since 13 Jan 23, together with its 2023 Rules, explicitly fold "Play School" (defined to include Kids school, Pre-Primary, Nursery, Kindergarten, and Montessori school, by whatever name called) into Tamil Nadu's private-school regulation regime, with confirmed land, classroom-space, and endowment norms.
