How the UGC Mainland Pathway Works: 6 Steps

Under the UGC Foreign Higher Educational Institutions (FHEI) Regulations 2023, the central academic approval process is consistent nationally. State governments handle local land, zoning, and administrative clearances for the physical campus independently.

Ranked Top 500 globally OR Top 500 in a subject area, OR recognised for "outstanding expertise" in a defined field by the UGC Standing Committee. Accepted rankings: QS, THE, and Shanghai (ARWU).

UGC Portal Application & LoI

Online application via the UGC FHEI portal with a non-refundable fee and a full project proposal (programmes, intake, faculty, infrastructure, financial viability). On approval, the Standing Committee issues a Letter of Intent (LoI).

Land Requirement: No Minimum Acreage Under UGC FHEI 2023

The UGC FHEI Regulations 2023 removed the mandatory minimum acreage that domestic private universities must satisfy (typically 10 to 50 acres per state norms). Foreign universities must only have "adequate physical infrastructure in terms of built-up space" for their programmes. This explicitly permits a modern, high-density vertical campus in a prime urban location such as Hyderabad's financial district, Mumbai's BKC, Bengaluru's Whitefield, or Delhi NCR. Actual floor-plate requirements are governed by local municipal bodies through Floor Space Index (FSI) and zoning norms for educational buildings.
