Where each number and each flag comes from
This calculator does not invent thresholds. Two of the five law flags use a numeric condition published in RAYSolute's CETE framework paper, the other three use a clearly labelled operational reading of what the law itself describes, because the paper does not publish a numeric cut-off for them.
Published, extracted directly from the CETE framework paper
- The Static Friction Index (SFI) formula and all five variable definitions, F, S, A, T, ΔR and R0.
- Law 2 (the Channel Degradation Law) flag threshold: administrative burden at or above 40% of a teacher's working hours, taken directly from Prediction P2.
- Law 3 (the Compression Paradox) flag condition: a reform adopted without a matching reduction in syllabus volume, generalised from Prediction P3, which states this specifically for the National Education Policy (NEP) 2020 5+3+3+4 structure.
RAYSolute's operational reading, no published numeric threshold exists
- Law 1 (the Entropy Accumulation Law) flag: based on your Administrative Ratio (A/T), one of the four entropy-generating variables the paper names in its Institutional Entropy Accumulation Model (IEAM). The paper describes this dynamic qualitatively (a rising Static Friction Index signals approach toward what it calls the Klimek phase-transition boundary) but does not publish a numeric A/T cut-off, so the 1.0 and 0.5 bands used here are RAYSolute's own screening judgment.
- Law 4 (the Prediction Error Law) flag: based on whether your cycle has no reform and no syllabus reduction underway, reflecting the paper's description of a fully routine environment generating near-zero learning signal. No numeric threshold is published for this law.
- Law 5 (the Dependency Cascade Law) flag: based on how many people could independently cover your key statutory functions (your "bus factor"), reflecting the law's description of cascading failure risk from a single critical node. The paper illustrates this law with a specific historical example (National Council for Teacher Education (NCTE) vacancy rates), not a generalisable numeric threshold, so the 1 / 2 / 3-plus bands used here are RAYSolute's own reading of the mechanism.

This tool never predicts a specific outcome, such as a change in your National Institutional Ranking Framework (NIRF) position or accreditation status. It only shows directional flags against the framework's own published conditions.

Does this use AI?
No. This is a rules-based calculator: fixed arithmetic on the formula published in RAYSolute's CETE framework paper, plus threshold checks against RAYSolute's published predictions. It runs entirely in your browser and does not use any AI or machine learning model.
Where does the formula and the thresholds come from?
The Static Friction Index formula and its five variable definitions are taken directly from RAYSolute's CETE framework paper. The 40% administrative-burden threshold for Law 2 and the reform-without-syllabus-reduction condition for Law 3 are the paper's own published predictions (P2 and P3). The framework paper does not publish numeric thresholds for Laws 1, 4 and 5, so those three flags use RAYSolute's own operational reading of what each law describes, the Methodology section on this page states exactly which is which.
What if I do not know my institution's regulatory count from 2010?
Use your institution's founding year instead if it was founded after 2010, and count the mandatory regulatory or compliance requirements that applied to you at that point. If you genuinely cannot reconstruct a baseline, enter your current count in both fields, the regulatory-growth term will then read as 1 (no assumed change), and the Static Friction Index will run on the other two terms.
