This tool screens institutional entry routes only. It does not address staff or faculty visas, individual student admissions, or any immigration matter.
Meeting a threshold shown here means you are eligible to apply, not that approval is guaranteed. The UGC, IFSCA and relevant regulators retain full discretion over every application.
For the twinning route, this tool checks your own institution's ranking eligibility. It cannot verify a named partner's National Assessment and Accreditation Council (NAAC) score, THE/QS placement, or NIRF rank; that is due diligence you or RAYSolute would run separately.
UGC regulations require adequate built infrastructure and local zoning compliance; this tool cannot assess a specific site or building.

Foreign campuses are already operating in India
As of August 2026, a small number of foreign university campuses are already teaching students in India under the two campus routes this tool screens: Deakin University and the University of Wollongong at GIFT City (since July 2024 and November 2024 respectively), the University of Southampton at Gurugram in Delhi NCR (since August 2025), and UNSW Sydney at Bengaluru (since 10 August 2026). It does not replace formal regulatory counsel or a full India-entry feasibility study, and it does not promise any regulatory approval.
Does this cover K-12 schools or EdTech and skills companies?
No, not yet. This first version covers higher education only, screening foreign universities and business schools across three legal entry routes into India. K-12 and EdTech or skills entry are separate, later additions.
Does this tool assess visa or individual student admissions questions?
No. This tool screens institutional entry routes only. It does not address staff or faculty visas, individual student admissions, or immigration matters of any kind.
Can council-regulated disciplines like medicine or law use this tool?
No. Medicine, nursing, pharmacy, law and architecture are council-regulated professions in India and sit outside all three routes this tool screens. A separate professional-council pathway governs recognition for these disciplines, not the University Grants Commission (UGC), the International Financial Services Centres Authority (IFSCA), or UGC twinning frameworks.
Is the illustrative cash path a market forecast?
No. It is built entirely from the tuition fee, headcount, capex and opex figures you enter yourself. It contains no RAYSolute market data, no inflation or foreign-exchange modeling, and is not a substitute for a defended financial model.
