NSDC, SSC & Frameworks

The National Skill Development Corporation (NSDC) is a public-private partnership that catalyzes skill development in India. NSDC funds and supports vocational training providers, manages 37+ Sector Skill Councils (SSCs), and implements government schemes like PMKVY. Training partners must register with NSDC and affiliate with relevant SSCs to access funding, curricula (QP/NOS), and certification pathways.

Sector Skill Councils (SSCs) are industry-led bodies that define skill standards for their sectors. There are 37+ SSCs covering sectors from IT-ITeS to Healthcare to Construction. Each SSC develops Qualification Packs (QPs) that define job roles, and National Occupational Standards (NOS) that specify competencies. Training centers must align curricula to QP/NOS and use SSC-certified assessors for NSQF-aligned certification.

The National Skills Qualifications Framework (NSQF) is a competency-based framework with 10 levels that organizes qualifications by knowledge, skills, and aptitude. NSQF enables credit accumulation and transfer, recognition of prior learning, multiple pathways between vocational and academic education, and ensures employer confidence in certifications. All government-funded training must be NSQF-aligned.
PMKVY & Government Schemes

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is India's flagship skill development scheme. It offers Short-Term Training (STT) for fresh candidates, Recognition of Prior Learning (RPL) for existing workers, and Special Projects for focused interventions. Training partners must be NSDC-registered, SSC-affiliated, have compliant infrastructure, certified trainers, and pass NSDC audits to participate.

Recognition of Prior Learning (RPL) certifies the existing skills of workers who learned through informal or non-formal means. Under PMKVY RPL, workers undergo pre-screening, orientation and bridge training (12-80 hours), assessment by SSC-empaneled agencies, and receive certification at appropriate NSQF level. RPL helps formalize India's informal workforce and improves employability.

Apprenticeships combine on-the-job training with classroom learning. Under the National Apprenticeship Promotion Scheme (NAPS), employers receive stipend support for hiring apprentices. Types include Trade Apprentices (ITI), Graduate/Technician Apprentices, and Optional Trade Apprentices. Training centers can facilitate apprenticeships through employer partnerships to improve placement outcomes.
Center Setup & Operations

Starting a skill center requires: (1) Entity registration (Society/Trust/Company); (2) Infrastructure as per NSDC norms (classroom, lab, equipment); (3) NSDC Training Partner registration; (4) SSC affiliation for chosen trades; (5) Certified trainers (ToT-trained, SSC-certified); (6) LMS/SDMS integration; (7) Scheme enrollment (PMKVY/CSR). Skill center setup costs vary: Infrastructure (₹10-50 lakh rented or ₹50L-2 crore owned); Equipment/labs (₹20L-1 crore depending on trades); NSDC/SSC registration (₹2-5 lakh); LMS/software (₹1-3 lakh); Trainer salaries (₹15-30 lakh/year); Working capital for 6-12 months. Total: ₹50 lakh to ₹3 crore for a multi-trade center. Smaller single-trade centers can start with ₹20-30 lakh.

Training of Trainers (ToT) is mandatory certification for vocational trainers. It covers domain expertise, pedagogy and training delivery, assessment methods, and safety/ethics. SSCs conduct ToT programs and certify trainers. Only ToT-certified trainers can deliver PMKVY training. Regular refreshers ensure trainers stay updated on industry practices and QP/NOS changes.
